If you want to play building underwater there are some very nice sandboxes underwater like this one on SIM Sar on the Mainland of Sansara
Water does not really do anything in SL. SL has atomosphers and the water and air is septerate by a barrier that reflects light passing from one to the other. Water is below air so you look up to see a relected sky.
That is about all there is to it. Some animations float by reaching the barrier, in fact the barrier is really what makes mater. Inside of water it is just a matter of dark atmosphere in water.
But for some reason human tend to avoid water. And few will just walk about it though they freely can. So it like RL is a more private place, a mythical place of private reflections.
Here you can build in this setting which I find highly creative.
